I teach special needs students in grades 9 - 12. I agree that all students should have familiarity with algebraic concepts. However, all students are not capable of understanding the same depth of algebraic concepts at the same time. Students DO need to get the basics before they can move on to higher level skills. A difficulty comes in with standardized testing, which dictates that all students are held to the same learning standards as each other!
