Investing Title I Funds in Evidence-based Interventions
Choosing programs proven to produce results and improve outcomes
The new Every Student Succeeds Act (ESSA) supports continued innovation in education by providing funding that encourages districts to develop, test, and scale new models for teaching and learning to address the needs of all students, including targeted subgroups under Title I. According to the most recent data from the Department of Education, Title I serves more than 21 million children across the country, including approximately 59 percent of students in kindergarten through fifth grade, and 21 percent in grades 6-8.
As you may know, the Title I formula allocates funds to improve basic programs and ensure that economically and socially disadvantaged students receive equal opportunity access to a quality education. Title I also provides new requirements and opportunities under ESSA that encourage a deeper focus on technology as part of broader initiatives. This means that districts now have leeway to choose the evidence-based practices and technologies that meet the distinct needs of their students and educators.
Independent research validates learning gains with DreamBox

Both the Center for Education Policy Research (CEPR) at Harvard University and SRI International evaluated the impact of DreamBox Learning Math on student achievement and found that even students who used DreamBox for as little as 20 minutes per week experienced meaningful achievement gains.
Findings from the Harvard CEPR study suggest a linear correlation between DreamBox usage and improved scores on the Measures of Academic Progress® (MAP) assessment. Specifically, the CEPR study found that students who used DreamBox for 20 minutes a week on average saw 2.5 points of growth—and the longer students used DreamBox the greater the gains. Those who logged 40 minutes a week saw an additional 5.0 points of growth, and those who used DreamBox for 60 minutes a week saw an additional 7.5 points of growth.
Success stories from district after district support these findings. For example, the S. L. Mason Elementary School in Valdosta, Georgia implemented DreamBox as part of their Title 1 initiative to individualize learning and increase achievement. After just one year of use, scores improved by more than 10 percentage points on their state assessment, outpacing gains made at other district elementary schools. The strong results convinced administrators to use DreamBox district-wide to boost achievement the following year.
